Luis's research has explored looking at inequities and inequalities in disaster recovery and relief policies, specifically in the case of FEMA aid. HIs current focus is on exploring how governmental policy and engagement can reproduce and amplify disaster risk and vulnerability both pre- and post-disaster. He is particularly interested in hurricane and flood events.
